Open Question: Is it possible to transfer ROTC programs?

Here is my current situation: I thank you for your response in advance. I have applied and received both an Army and an Air Force ROTC scholarship. The Army has offered a full 4-year Type 1 scholarship that will pay for everything at Baylor University. The Air Force has offered a full 3-year Type 2 scholarship at the University of Arkansas, paying only Sophomore through Senior year- I would be required to pay my freshman year. Both universities are fantastic, but my main goal is to become an F-22 Raptor pilot. Obviously, I would love to have all of college paid for. With that being said, the first question is which route would be best? I live in Texas, Baylor would be like home. And if I did pick Baylor, is it possible to transfer ROTC programs, say, after your Sophomore year and reapply for scholarship benefits? (My major is mechanical engineering).
